Why a BIA-badge is needed?

Flamingo International Airport uses different types of passes, which provide access to secure areas such as the Airside Security Restricted Area. Only persons who meet the legal and airport requirements are eligible for a BIA badge. The color of the pass determines which areas you have access to.

How to apply for a BIA–badge

As an employer, you fill in the application form and indicate which authority your employee needs. These authorities are related to the tasks and responsibilities of the employee. Applying for, obtaining and using a BIA badge is inextricably linked to the BIA Access Regulations (Toegangsreglement). Download the application form to fill in digitally here:

Important point of information:
– Use of tools: Does your employee need to bring tools for his or her work? Please indicate this on the application form. Some tools are prohibited, just like for passengers. By indicating this correctly, an exception can be granted.

Applying for a Declaration of No-Objection (VGB)

An important part of the application is the Declaration of No Objection (VGB) from the Algemene Inlichtingen- en Veiligheidsdienst (AIVD).

How to apply for a VGB?

1. Download the forms: Click below to download the required documents.
   • Form for employees
   • Form for employers (Dutch)
2. Fill in correctly:
   • Burgerservicenummer (Citicen Service Number, BSN): You do not have a BSN? Fill in ‘111111110’.
   • Zip code: Use the code ‘1111YY’ if you do not have an official zip code.
3. Hand in: Submit the completed form including a copy of a valid ID to the Airport Security Manager of BIA. Also add a copy of the ID of any partner.
4. Assessment: The VGB process takes place in the Netherlands and can take up to eight weeks. For status updates, please email: frontofficevo@minbzk.nl.
5. Check at the Royal Marechaussee: After receiving your VGB, you must report at the Royal Marechaussee at the airport with the application form, your ID and the VGB for a final check.
6. ASSAT test appointment: After this, you will schedule an appointment to take the ASSAT test and obtain the BIA pass at the badge office at the airport.

Please note! Unless other arrangements have been made, you must pay the application fee before taking the test. These can be paid at the administration office. See for rates here (p. 10)

ASSAT Test

For access to secured areas, successful completion of an Airside Safety and Security Awareness Test (ASSAT) is mandatory. All relevant information for the test can be found in the Airside Safety and Security Awareness Reference Book:
