Bonaire International Airport wishes to reestablish air transport operations as soon as possible. To achieve this goal, BIA wants to demonstrate to government and community at Bonaire that we are taking concrete steps to protect passengers and airport workers from Covid-19 contagion.
Due to the importance of international air transport in our region, BIA wants to adopt common protocols (e.g. health) that are acceptable to most government, airlines and CAA / ILT. BIA will promote the WHO protocols to mitigate COVID-19 congestions by stressing in the importance of:
• Cleaning hands.
• Social distancing (1.5meters).
• Avoid touching eyes, nose, and mouth.
• If you have a fever, cough and difficulty breathing, seek medical attention.
• Stay home and self-isolate even with minor symptoms such as cough, headache, mild fever, until you recover.
This document suggests measures that BIA will apply based on international best practices for the protection of passengers and personnel at Flamingo International Airport.
BIA is committed to ensure the highest level of safety, security & Hygiene to our travelling community.
These measures are temporary. Their main objective is to reactivate air transport. These measures shall be reviewed, adjusted, and even eliminated if deem necessary, as the pandemic is controlled, and the de-escalation of sanitary measures begins until reaching the “new normal” at the national, regional, and global levels.
The following principles have been considered in the elaboration of these measures:
• Simple and practical.
• Low financial investment.
• Intended to increase passenger confidence.
• In line with ACI, IATA, NL Regional Airports recommendations.

• BIA will enable specific areas to enter the terminal.
• Only passengers with valid tickets and duly identified with a boarding pass (printed or digital) will be able to access. The companion of persons with disabilities, reduced mobility or unaccompanied minors are accepted.
• BIA will provide clear markings and signs on the floor and using other mechanism such as Flight Information Display System (FIDS) to ensure the distance between passengers are at least 1.5 meters (as determined by the State).
• All passengers must wear masks to access the terminal and throughout their stay at the Flamingo International Airport.
Although during the first phase of reactivation of commercial passenger flights the level of activity is expected to be relatively low, the terminal access points will be considered carefully in order to avoid crowding. If necessary, BIA will consider establishing such. For example, car parks & Curbside can provide enough space to be used for queuing.
• At the Check-in waiting area, BIA will provide clear markings and signs on the floor and using other mechanisms to ensure the distance between passengers is at least 1.5 meters (as determined by the State).
• In order to streamline the check-in process and avoid crowding, passengers will be encouraged to complete most of the check-in process before arriving at the airport. (Refer to point 18)
• BIA will install acrylic partitions (or similar) at the counters to protect both passengers and check-in personnel. All passengers shall wear mask and all employees shall wear mask and gloves.
• At the Document Control/Border Control waiting area, BIA will provide clear markings on the floor or using other mechanisms to ensure the distance between passengers is at least 1.5 meters (as determined by the State).
• BIA will install acrylic partitions (or similar) at the counters to protect both passengers and check-in personnel.
• BIA will recommend airline to request passengers to minimize the number of carry-on baggage this to avoid/mitigate carrying objects that can activate security control alarms, in order to facilitate and expedite the processes.
• At the waiting area, provide clear markings (on the floor or using other mechanisms) to ensure the distance between passengers is at least 1.5 meters (or as determined by the State).
• BIA will install acrylic partitions (or similar) at the X-Rays machines to protect both passengers and security personnel. All passengers shall wear masks and all employees shall wear masks and gloves.
• BIA security personnel shall always use masks and protective gloves.
• Trays will be disinfected after each use.
• After every 30 minutes of thorough cleaning, the security lane shall be switched in order to disinfect the previous used security lane.
• Manual inspections will be avoided and the use of metal detection equipment (Walk Through Metal Detector) and/or handheld metal detectors will be applied. As a last resort, manual detection will be carried out.
• BIA will distribute passengers and minimize crowding.
• A complete disinfection of all public areas of the terminal will be carried out at least once a day. This process will include all surfaces that can be touched by passengers which include, but not limited to:
Security control trays
Immigration and information desks
Bathrooms and baby changing tables
Vending machines and water coolers.
• The cleaning and disinfection protocols will be updated and adapted, increasing the frequency of cleaning and disinfection of the terminal at the check in area after every check in at the gate area after boarding and at security.
• BIA will install hand disinfection stations throughout the terminal. In particular, these will be made available to all passengers and employees at all the processes carried out by the passenger and/or at points where passengers must or may be required to exchange documents or touch a surface (for example, at passport control; check-in; the trays for the security control process; or scanners for boarding pass control points). In addition, it will be provided at the entrance and exit of the terminal, in all restrooms, at boarding gates, at the exit of security checkpoints, customs, immigration, baggage claim, baggage cart collection and drop-off.
• Specific containers for the disposal of used personal protective equipment such as masks, gloves, and other personal protection items (high risk) will be placed throughout the terminal and at the entrances of the restrooms.
• The frequency of waste collection at the terminal will be increased.
• The personnel in charge of collecting the waste from the terminal will increase personal protection and disinfection measures.
• All commercial venues will determine their respective capacity, considering the safety distances applicable. In addition, the following shall be implemented:
Provide clear markings (on the floor or using other mechanisms) at the entrance and payment processes, to ensure the distance between passengers is at least 1.5 meters (or as determined by the State).
Provide signage for the movement of patrons within the premises.
Clearly indicate any blocked chairs and ensure there is enough distance between tables to ensure the proper safety distance between patrons.
• All commercial premises will provide hand disinfection stations available to customers and employees.
• Employees must wear face masks, and additional personal protective gear as required at all times.
• Commercial operators shall install acrylic partitions (or similar) at the point of payment to protect both passengers and personnel. Employees will also use gloves.
• BIA will encourage concessionaires to use as much as possible credit/debit card payment terminal.
• Limited numbers of persons per outlet shall be permitted based on social distancing 1.5 meter.
• Commercial operators shall provide BIA an operational protocol indicating the measures including abovementioned recommendations that will be implemented to ensure the protection of employees and customers.
• In waiting areas, social distance will be maintained by:
• During the boarding process, clear floor markings and signaling measures or other mechanisms will be used so that passengers respect the social distance of at least 1.5 meters or what the State provides.
• BIA will request airlines to organize the boarding process in relatively small groups, for instance starting with passengers in the back of the aircraft. Passengers will wait their turn seated or in a duly signposted waiting area with markings to ensure the safety distance is maintained according to seating.
• BIA will install acrylic partitions (or similar) at the boarding counters to protect both passengers and employees.
• At Flamingo International Airport all passengers shall leave the aircraft wearing masks. The use of masks will always be mandatory inside the passenger terminal building. BIAcan provide face masks in case of emergency.
• At immigration counters are protected with acrylic partitions. Passengers shall use face masks.
• Immigration will assign a dedicated position for passengers with reduced mobility, disability, unaccompanied minor and passenger carry-on bag only.
• BIA will provide clear markings (on the floor or using other mechanisms) to ensure the distance between passengers is at least 1.5 meters (as determined by the State).
• Initial queuing will be done underneath the pent before immigration. If there is no sufficient space for all the passengers, the shaded part of the baggage make-up area can be utilized.

• Baggage will be placed at dedicated baggage position in the arrival hall (see above picture for reference).
• Passengers will only be allowed access to the arrival hall after all baggage has been placed on the baggage position.
• Passengers will be asked to walk the designated marked route to collect their baggage.
• BIA has determined a waiting area for taxis, buses, or other means of public transport at the North strip of the short-term parking. This taking into consideration social distancing of at least 1.5 meters.
• It is recommended to handle flights from areas of high risk of contagion in remote positions. (Refer to Risk Scoring Criteria table)
• Mouth masks will be used throughout the airport grounds. Please refer to point “A” below for more details.
• Airport employees who do not have direct passenger contact like administrative personnel are exempt from wearing a mouth mask.
A. PERSONAL PROTECTIVE EQUIPMENT
Each company or organization should evaluate the type of personal protective equipment that its workers shall use based on the risks. The following should be used:
• BIA Terminal Capacity taking 1.5m Social Distance is as follows:
Check-In Area MAX 50 PAX (can be up to 100 with special requirements such implementing strict show-up time.
Departure hall seat capacity is MAX for 80 PAX (can be up to 100 with special coordination with the pre-boarding and utilization of an operational Terrace facility)
Arrival Hall capacity is MAX for 40 PAX (can be up to 100 PAX coordinating queuing space)
• If the need for capacity increases due to a higher occupancy of the aircraft, BIA will lift the 1.5m Social Distance.
• Each organization will provide BIA an operational protocol including but not limited to: Capacity of its facilities/offices, PPE measures, Sanitary measures.
• Coordinate with the national government and relevant authorities and stakeholders.
• Communicate effectively the messages concerning public health and the procedures adopted our state.
BIA will disseminate the following messages to passengers, so that the necessary measures before arriving at the airport can be taken and to avoid undue crowds and delays:
• Before traveling to the airport, obtain boarding passes electronically. If this option is not applicable, print the ticket in advance.
• Minimize the number of people who will travel to the airport by providing information and instructions to passengers via website, social media, and radios.
• Only passengers duly identified with a boarding pass and the companion of passengers with disabilities, reduced mobility or unaccompanied minors will be allowed to enter the terminal building.
• Minimize the number of carry-on bags to expedite the security process and avoid unnecessary hand inspections.
• Go to the airport with enough time to carry out all the regular and new procedures.
• Passengers and anyone accessing the terminal must wear a protective mask.
